In a rapidly changing world, Stichting OPEN is committed to a circular economy in which discarded electronic devices, lamps and batteries do not end up as waste, but as valuable resources for reuse.
One of the first steps towards a circular economy was taken 25 years ago with the shaping of the legal producer responsibility. This is a unique collaboration between government and business for the collection, processing and recycling of all discarded electronic devices. Lamps and batteries followed later.
The collection of three billion kilograms of e-waste over the past 25 years shows the effectiveness of this system. The success of the so-called ‘Dutch Model’ has been adopted in Europe. This system ensured a level playing field, safety, new service concepts and the guarantee of continuity in raw materials. The Netherlands is the first country with a well-functioning disposal system and we are proud to have contributed to this for 25 years.
Together we will continue this, not only for the current, but also for future generations.

We don’t have the time to keep talking for very long. There are plenty of wonderful examples of a circular economy that work and we need to create scale for them.
The circular future actually started 25 years ago and we have great ambitions for the next 25 years. With knowledge as a basis and collaboration as a strength, we continue to build a future in which raw materials are preserved and the waste of discarded appliances, lamps and batteries becomes a thing of the past.
We connect the entire chain, from producers to recyclers, to work together on sustainable solutions in order to contribute to a circular economy. We work together with:
We take care of the implementation of the legal producer responsibility, in close cooperation with producers. We ensure a level playing field and invest in a future-proof efficient collection system.
Together with municipalities, retail and other collectors such as metal recyclers and installers, we maintain and optimise a safe, nationwide collection system.
We ensure a high-quality, consistent stream of electronic waste, knowledge and funding so that recycling companies can recover valuable materials and invest in high-quality e-waste treatment.
We are a continuous discussion partner for governments and policymakers. Our data and insights help them develop and optimize circular policies.
