The Taskforce for a Circular Electronics Value Chain, a broad coalition of companies and civil society organizations, presented an action agenda for achieving a fully circular electronics value chain to Minister Stientje van Veldhoven (Climate and Green Growth) on 3 September 2026. In such a circular value chain, electronic devices last longer, are easier to repair, see greater levels of reuse, and are ultimately recycled into high-quality secondary raw materials.
The transition to a fully circular electronics value chain requires ambition, collaboration, and decisive action. At the initiative of Stichting OPEN, 18 organizations from across the electronics value chain, ranging from researchers and retailers to recyclers and social partners, joined forces in 2025 to form the Taskforce for a Circular Electronics Value Chain. Their shared ambition is to achieve a circular electronics value chain by 2050, with accelerated progress and visible results already by 2030. Over the past year, this ambition has been translated into a concrete action agenda.
Action Agenda
The agenda outlines an integrated package of measures required to achieve a fully circular electronics value chain. It includes concrete actions focused on extending product lifespans, increasing repair and reuse, improving the collection of end-of-life devices, and enabling high-quality recycling of valuable raw materials. The participating organizations are each committed to playing an active role in driving these changes throughout the value chain.
However, these plans can only succeed if governments, policymakers, and businesses also take responsibility. Clear regulations are needed to encourage repair, reuse, and recycling, while barriers in existing legislation and regulations must be removed. The Taskforce therefore calls on national and regional policymakers, public authorities, and other stakeholders to work together to make this transition a reality. By doing so, the Netherlands can become a leading country in circular electronics.

Jan Vlak, Managing Director of Stichting OPEN, said: “The fact that so many different organizations are jointly taking responsibility for the transition to a circular electronics value chain is unique. We are all assuming our responsibility, but at the same time, successful systemic change is only possible if governments, policymakers, and other stakeholders create the right framework conditions.”

The action agenda was formally presented to the Minister of Climate and Green Growth on 3 September. It has also been officially submitted to the Electronics Value Chain Roundtable (Ketentafel Elektronica) as a contribution to achieving a circular electronics value chain within the framework of the National Circular Economy Programme (NPCE).
