Stichting OPEN has taken note of the 2025 figures published by the National WEEE Register (NWR) and observes that they confirm the picture presented in its recently published 2025 annual report: Stichting OPEN is steadily moving closer to the 85% collection target.
In 2025, Stichting OPEN achieved a new collection record. Never before had we collected so many electrical appliances and lamps in a single year. The volume of WEEE collected by other parties and now added to this total amounts to 32 million kilograms, bringing the overall total to nearly 272 million kilograms. This results in an overall collection rate of 69% of all electrical appliances and lamps that entered the waste phase in 2025. This means that the gap to the collection target has once again been reduced. The increase is fully in line with the agreements Stichting OPEN has made with the Dutch government.
National Data on Preparation for Reuse
For the first time, the NWR report also includes national data on preparation for reuse. These are appliances that return from the waste phase to the use phase. In 2025, this amounted to a total of 9.7 million kilograms. This means that approximately 3.6% of the total WEEE collected is returned to the market as functioning equipment.

Jan Vlak (Managing Director of Stichting OPEN): “It is encouraging to see that WEEE collection has increased once again, reaching a total of 271,933 tonnes. This increase of 5.5% is stronger than the 3.4% growth in new electrical appliances placed on the Dutch market. The NWR acknowledges the success of the various initiatives that Stichting OPEN has launched in recent years, including the incentive scheme. At the same time, the NWR also identifies areas where opportunities remain, such as improved registration of exports for reuse. Stichting OPEN has already taken initiatives in this area. I am therefore confident that we can continue this upward trend. However, whether we succeed will depend not only on our own efforts, but also on the framework conditions agreed upon with our value chain partners and the government. In our view, the introduction of the mandatory handover obligation for businesses—and adequate enforcement of this obligation—is essential for further growth. We look forward to continuing to work energetically with our partners on this in the coming year.”
